Abstract: Correspondence and other items received from the administration of Edmund N. Morrill, governor of the State of Kansas from 14 January 1895 to 11 January 1897, includes general letters; official response letters from & letters concerning State agencies; applications, endorsements, & remonstrances relating to candidates for appointments; and subject files. Proclamations, petitions, and reports are also included. Applications, endorsements, and remonstrances relate to candidates for appointments to the normal school, penitentiary, & other positions. Subject files include and letters relating to cities & towns, counties, crime & criminals, military affairs, Prohibition, and other topics.
Summary:
Items in this series are primarily letters received by Governor Morrill; however there may also be proclamations and some petitions, reports, copies of letters sent, and other types of documents. The letters and proclamations are organized into four subseries: (1) Alphabetical Files, (2) State Agency Files, (3) Applications, Recommendations and Remonstrances File, and (4) Subject File.
Documents that may have been addressed to Governor Morrill but dated or pertaining to the time period after his term expired in 1897 may be filed with the records of his successor, Governor John Whitnah Leedy.

The Alphabetical Files sub-series consists of 3 folders containing letters received. The correspondence can be on a wide range of subjects. Contained therein are, generally, letters of congratulations; relating to the budget, accounting and audits, state positions, labor statistics, recommendations, and vacancies; the governor's addresses; State contracts; the State militia; legislation; requests for information, publications, or action papers; politics; utility services; goods offered for sale; taxation; transportation; the State Railroad Commission (now the Kansas Corporation Commission); public policy; liquor trafficking; women suffrage and equality; private and public land issues; interstate co-operation; and engineering and water works. Letters may have been filed here because there was not an appropriate place for them in the State Departments or Subject Files.

Letters from or relating to State agencies. Correspondence may include State department personnel, vacancies, resignations and appointments, however, most letters pertain to the operation of individual State agencies. The letters request the governor to take specific actions, ask his approval, send him information, ask him questions, tell of events, provide legal opinions, forward other letters and petitions, confirm or acknowledge gubernatorial actions, and request the governor’s presence. Most departments or agencies are represented, but the greatest quantity of records relate to the Board of Charities and the Kansas Legislature.
