Administrative History: Housing and Credit Counseling, Inc. (HCCI) is a non-profit organization dedicated to helping the community by helping consumers achieve housing and financial goals. HCCI began as a grass-roots tenant's rights organization in 1972 and has grown into a multi-service organization with four offices throughout Northeastern Kansas: Topeka, Lawrence, Manhattan, and Emporia. HCCI provides three main services: tenant and landlord, home ownership, and credit counseling services. The tenant and landlord services program provides counseling and education for both tenants and landlords, including information on local city ordinances, Kansas state laws, and federal acts that affect tenant and landlord relationships. Home ownership services provide assistance regarding all aspects of the home buying process, including qualification, affordable housing options, the home buying process and home maintenance. The credit counseling services concern budget and debt education and counseling.
