Biographical sketch: Howel Jones: Railroad officer; attorney; friend and senatorial campaign manager of Charles Curtis. Of Topeka, Kan.

Abstract:

The Howell Jones Collection contains records from both Jones and his father-in-law Ross Burns. The Ross Burns papers are dated 1858-1893 and include orders, correspondence, payrolls, muster rolls, equipment records of the Company E infantry and Company A artillery, invoices, and other documents pertaining to his service in the Civil War. Also included is a payment order signed by M. F. Conway, president of the Leavenworth Constitutional Convention of 1858, as well as Burns' eulogy dated 1895. The bulk of Burns' papers are dated 1863-1865.

The Howell Jones papers are dated 1888-1928 and include letters received by Jones in the practice of law or other professional activities; letters from U. S.Senator John J. Ingalls in which Ingalls endorses a bill advocated by Jones; meeting minutes and business documents of the Black Canon Coal and Fuel Company; correspondence documenting Jones's vice presidency of the Burlingame and Northwestern Railway, particularly the railway's construction between Topeka, Alma, and Manhattan; job openings; bids for railroad jobs, stocks, injury notes, and other topics; correspondence documenting Jones' tenure as manager of the Atchison, Topeka, and Santa Fe Railway Land Office; correspondence with Charles Curtis documenting Jones's service as Curtis's senatorial campaign manager; correspondence about securing and constructing a deep-water harbor in Galveston for trade in the Midwest; and personal items relating to a variety of subjects of interest. The correspondence contains information on agricultural prospects, land sales and leases, legal cases, the Gage monument in Topeka, the Battle of the Blue in which Ross Burns fought, AT&SF freight rates, Kansas Bar Association business, and other topics. Personal letters include one from U. S. Senator John Martin concerning Martin's judgeship on the U.S. Court of Claims; correspondence from Charles Curtis dating 1894-1928 concerning legislation, Indian affairs, Curtis's campaign, the harbor at Galveston in Texas, Populism, tariffs, income tax, the death of Warren G. Harding, prospects of Calvin Coolidge, requests for Jone's advice on positions, and other topics. The majority of the files are organized by date and further organized alphabetically by surname of correspondent.

Biog. Sketch (Full): Howell Jones was the manager of the Land Office of the Atchison, Topeka, and Santa Fe Railway; Topeka attorney; friend and senatorial campaign manager of Charles Curtis; and Vice President of the Burlingame and Northwestern Railway Company. His father-in-law, Ross Burns, served in the Civil War in Battery A, Second Regiment of the Kansas State Militia.

HOWEL JONES PAPERS, 1858-1928, 20 BOXES (7.5 FT.)

For the most part, this collection was left in the order it was in when it was received, which may be confusing, because there is overlap between the series, and also the dates within the series.

Series I: Boxes 1-4
Professional Correspondence Received, 1888-1900, 4 boxes (2 ft.)
These are not personal letters; presumably they are those received by Jones in the practice of law and other professional responsibilities but kept separately from firms’ records. A few copies or originals of letters written by Jones are included.

They are organized into groups first by date; then alphabetically by the surname of the correspondent or company name; then reverse chronological order. Letters were usually filed under names of individuals rather than the firms they represented. Occasionally letters handled by someone other than the usual correspondent were filed under the name of the person who ordinarily handled the matter rather than the actual sender. Sometimes letters pertaining to an individual are filed under that person’s name, even though he was not the author. Exceptions are noted under the individual date groupings.

Box was originally labeled “1898.”

This date grouping seems to include a much wider subject scope than the others and overlaps other series. For instance, professional and private correspondence is filed together in places. Although the contents were labeled 1898, this group includes the years 1897-98 and January 1899. It originally consisted of groups of letters with the same first letter of the surname found loose rather than boxed.

Correspondence is filed by name, usually that of an individual rather than that of the firm, but not always: Sometimes letters are alphabetized by the second name of firm: for example, Troutman & Stone under "S"; in a few instances, letters are filed under the subject's name or the maiden name of a woman author, especially if the correspondence pertains to her family. Some letters written by Howel Jones are filed under J rather than the recipient’s name.

Kansas State Militia, 2d Regiment, Records (1863-1865). 10 folders organized by unit, thereunder chronologically by type of record. Includes: orders; correspondence; muster, pay, & other rolls; and equipment records pertaining to Company E (infantry) and Battery A (artillery), 2d Regiment, Kansas State Militia; both units were from Topeka. Most of the records pertain to Battery A, commanded by Captain Ross Burns. Several of the Orders summon Battery A to active duty. Correspondence relates to the procurement of equipment for Battery A. Muster and pay rolls show names and ranks of individual soldiers in Company E and Battery A; some rolls show additional information about terms of enlistment and active duty. Equipment records include receipts, invoices, and reports relating to ordnance and equipment issued to Battery A.

13. Copy of Howel Jones' eulogy for Captain Ross Burns, given at Topeka Cemetery, May 30, 1895 at the unveiling of the Gage monument. Also included is a letter dated May 11, 1895 from Confederate General Shelby recalling the “masterly skill and superb courage” exhibited by Captain Burns’ and his militia at the Battle of the Blue; and a letter dated June 10, 1895 from Jones to F. G. Adams, Secretary of the Kansas State Historical Society, which accompanied his donation of these items (ms. Acc. No. 28768). This is the only material in this collection that was donated directly by Howel Jones and it was formerly filed as the Miscellaneous Howel Jones papers.

Letters from Charles Curtis, U.S. representative (1893-1907) and senator (1907-13, 1915-29) relating to legislation; the 1894 election, in which Jones served as chairman of the 4th Congressional Committee; Curtis's re-election campaigns; patronage appointments to post offices & other positions; selection of specific individuals for positions in Kansas State government; railroad matters; bimetallism; State & local politics in Kansas; affairs of the U.S. House; requests for Jones's advice about positions; Indian affairs & appropriations; Haskell Institute; the Dawes Commission; tariffs; funds for a new federal building in Topeka; elections of U.S. senators for Kansas; Populism; the potential appointment of Jones to a position in the Office of Indian Affairs; acquiring land for town sites in the Indian Territory; Curtis's investment in a Mexican oil company established by Jones; requests for passes on the Atchison, Topeka and Santa Fe Railway Co. Included are a “Certificate of Nomination for District Offices,” Aug. 15, 1894, certifying Curtis's nomination as the Republican candidate for Congress from the 4th district of Kansas, enclosures of letters from others, and a note from Dollie Gann in the absence of Curtis. There are no letters for the years 1903-22.

At the end of this series are a file of 18 letters from Jones to Curtis dating from 1896-1928, and a file of letters to Curtis from U. S. Presidents.
