Biographical sketch: James E. Lowther was born June 20, 1929, and attended Emporia schools. He was a graduate of William Allen White School of Journalism at the University of Kansas in 1951, with a degree in advertising. He served in the U. S. Navy as an officer. Lowther was vice-president of Citizens National Bank and Trust Company, a partner in Hyde Park Apartments, and an assistant editor of the Emporia Gazette in Emporia, Kansas. He belonged to the American Legion; Chamber of Commerce; Day Care Center, Inc.; Fraternal Order of Eagles; University of Kansas Alumni Association; and the Lyons County Mental Health Association. He was appointed to the Kansas House of Representatives in 1975 to replace Kermit W. Oakes who resigned. Lowther was in the House of Representatives for ten years serving on several committees including Assessment and Taxation and Education. In addition to his legislative services he served on the U. S. D. 253 board of Education; Lyon County Republican Central Committee; and was a precinct committeeman.
