ugust 10, 1930, Keys attended public schools in Kansas City, Missouri, graduating from Paseo High in 1945. She attended Olivet College, Kankakee, Illinois, from 1946-1947 but received a B.A. from the University of Missouri, Kansas City, in 1951. Keys was elected to Congress in 1974 and reelected in 1976, but failed in a bid for a third term in 1978 (served, January 3, 1975-January 3, 1979). She subsequently served as special adviser to the Secretary of the Department of Health, Education, and Welfare (1979-1980), Assistant Secretary of Education (1980-1981), consultant in Washington, D.C., in governmental and educational fields (1981-1984), director of the Center for a New Democracy (1985-1986), and since 1987 as a partner in a Washington consulting firm; she now resides in Arlington, Virginia.
